Primary ball handlers need to be able to handle the basketball with either hand comfortably, and not have to think about it while they do. They also need to be able to quickly move the basketball from hand to hand as well. With this stationary basketball dribbling drill the player is going to work on doing exactly that. They are going to challenge themselves to complete the move as quickly as they can, transferring the basketball from hand to hand as fast as they can.
The goal of basketball drills like this are to get the player out of their comfort zone and to challenge them more than a live game situation would. It may sound weird, but losing control of the basketball is actually encouraged. The player wants to be going so fast and so hard that they turn the ball over during the drill. This is the only way that the player is going to really improve their handles and hand quickness.
